O’ Captain is the old and cooky mayor of Mahambanville, a small village on the outskirts of Friedport. A secret cultist of the Ocean King, O’ Captain has for his long life used his wealth and influence to illegally obtain stolen and smuggled artefacts. Under his isolated and well-guarded beachside manor on the edge of Mahambanville, he had an enormous basement full of artefacts and information on Aquatic civilisation and the Ocean King, amongst others. He is a crack-shot with the harpoon.
He once had an affair with Ragnil Veldaks in youth, which he has never since forgotten. Still smitten by her despite her ignorance of him, O’ Captain always did everything in his power to help and not hinder Ragnil in any way he could. One such way was helping her obtain the Vestitur.
