The islands of Vilhun are ruled over by an emperor backed by three dynasty heads, one for each of the Hun Lords.

The emperor is elected by the noble families, but the dynasty heads have veto power on whether a given candidate is elected to the role of emperor. As such, the emperor is considered to have the divine decree to rule over Vilhun^[Kinda like the Shogunate, with a proper ruler and religious figureheads.] (as long as the dynasty heads do not rebel against him and denounce him, if not outright excommunicate him).
