Kiam Kroschwim Lockneed is an influental Dragonbloods noble that built his wealth and network in Horiza. He served as the Harbourmaster of Friedport for decades, and briefly as the Governor of the city. Kiam Lockneed’s origins are not well known, though he began to appear in the ranks of the Horizan Guild Association while stationed in Singsong.

A big fan of swimming, Kiam was often seen in his swimsuit, with his luxurious fur coat on top if need be. While he iconically suffered from leaky eyes, this wasn’t necessarily obvious if he had been swimming.
Much suspicion has been cast on Kiam Lockneed, accusing him of smuggling, corruption, and using his ill-gotten-gains and power to serve his ego and comfort. Kiam Lockneed was frequent visitor to Auldwell Fareawel’s auctionhouse, which would eventually be shut down after its owner’s fall from grace. Some speculate Kiam used his station as Harbourmaster to allow the smuggling of items for money and favours, such as stolen famous artefacts obtained by Auldwell.
As Harbourmaster, Kiam Lockneed founded and lead a personal guard of elite warriors called the Mariners. The Mariners were especially trained in amphibious and coastal battle. A well exercised and dextrous swimmer, Kiam Lockneed also personally instructed the Mariners in swimming technique, as well as other (primarily beach-friendly) sports. While he owned a small coastal manor in Portaupearl, he was rumoured to own (potentially multiple) beachside resorts around the Chocolate Isles. While he is known to have a husband likely staying on one of his properties, many say they have seen Kiam involved with a variety of others elsewhere.
Kiam Lockneed has an interest in fine arts and theatre. After serving as the Harbourmaster Kiam had at one point built upon enough personal wealth to fund the creation of an Operahouse in Portaupearl, to the surprise of many. Perhaps to repair the corrupt reputation he had earned, Kiam Lockneed funded the creation of an orphanage in Friedport, which produced a number of theatre performers. A statue of Kiam Lockneed still stands in this orphanage, though its theatre building burnt down.
Kiam Lockneed briefly became Governor of Friedport in the year 1275 ADc, after the resignation of Captain Damia of the Patrollers of Friedport. Some speculate she merely preempted an agreement by Kiam and General Kard of the Uniforms of Friedport to expel her from power. His reign was short and marked by crisis. After giving up on attempts to stop the Summer Games from taking place, Kiam was nowhere to be found during the disastrous Landcrab Plot. In its aftermath, he fled the city to avoid the wrath of the city’s Landcrabs, and a council consisting of Captain Dobi, Councilman Redd and Ashur Holdok oversaw reforms to the city’s government.
